Defending Affirmative Action (continued from page 5)

deprives the economy of the talents of millions. Anyone who has ever worked in a corporation knows that far from hiring the person best qualified for the job, employers often tend to hire someone they feel comfortable with. The concept of Affirmative Action merely asks employers to draw in addition upon the vast available pool of qualified women and minorities.

Depressed Purchasing Power of Discrimination Victims

When women and minority workers' careers are stunted at the beginner's level, they never earn enough to buy a car or a home. Low purchasing power provides an insufficient stimulus for further job creation. In the words of economist William Bryan, "The employer is destroying himself if he doesn't pay fair wages to women. Low wages do not justify a robust economy." (Economic Analysis of the State of Ohio, November, 1979).

Taxpayers Subsidize Job Discrimination

Some full-time bank tellers are eligible for food stamps. Because the banks will not pay a living wage, the taxpayers supplement the income of full-time workers at some of the nation's most profitable corporations. Over 90% of bank tellers are women. Federal government payments to fulland parttime working people are substantial. A disproportionate amount goes to women and minority workers who are trapped in low-paying, dead-end jobs. The benefits of Affirmative Action mirror the costs of discrimination. Affirmative Action utilizes the talents of many who would otherwise be stifled by bias. By opening career opportunities, it increases the purchasing power of women and minorities, and reduces the burden on taxpayers to support those trapped in dead-end jobs for their entire careers.. found to underutilize women and minorities are encouraged to institute job posting systems, training programs open to all qualified employees, accurate job descriptions, and regular salary reviews. These little-publicized remedies benefit all employees, white men included.

The benefit of integrating women and minorities into all areas in the workforce can also be seen in the lessening of social and political alienation experienced by such workers. Job dissatisfaction takes a heavy toll on the economy, on health, on the family, and on the political system. A society which accords fair treatment to women and minorities is a stronger society by far than one which excludes them from full participation.

Correcting the Faults in Affirmative Action

If Affirmative Action is imposing an unfair regulatory burden on the nation's businesses, the Department of Labor can take several simple steps to ease that burden while bringing the benefits of Affirmative Action to all:

• Target the healthy, growing industries for vigorous enforcement. The office and service industries, with their burgeoning job opportunities, are ideal places to implement Affirmative Action with few repercussions on white male employees or recruitment difficulties.

• Target industries as a whole. This will ensure that the costs of implementing fair employment practices (whatever they may be) will not unfairly put a single company at a competitive disadvantage.

• Simplify reporting procedures. Stress an annual summary report that breaks down the workforce by sex, race, and salary level.

• Use the full range of remedies and sanctions available—including back pay and debarment-as an incentive to compliance.

• Emphasize the institution of fair employment-practices that have company-wide benefits.
